  3.          The following file provides a description of the
  4.          most important Statewide Law Enforcement Agencies in
  5.          South Carolina.

  9.                         SOUTH CAROLINA HIGHWAY PATROL
  10.  
  11.     The South Carolina Highway Patrol is the main uniformed
  12. State Police agency. They have 600 troopers divided into seven
  13. Patrol Districts in forty-six counties.  The Highway Patrol is
  14. currently using silver Ford Crown Victorias as their primary vehicle
  15. but has recently started using both fully marked and  unmarked
  16. multicolored Ford Mustang GT's as fast chase cars on the Interstates
  17. and other major highways for traffic enforcement. The Highway Patrol
  18. uses eight channel Motorola Micor radios that enable the troopers to
  19. communicate with other districts. Some Troopers use handheld radios
  20. which usually transmit on the District transmit frequency.  The
  21. frequency pairs listed below were assembled by careful monitoring.

  33. All base frequencies listed above have an mobile input of either
  34. 42.060 or 42.340. The Statewide Car/Car frequency seems to be
  35. Channel # 7 or 42.1400 with channel # 8,42.060 serving as the backup
  36. Car/Car channel. The 42.140/42.340 pair is used mostly along I-95 with
  37. the district frequency. The frequency pairs are shown in the chart
  38. below:

  53.              SOUTH CAROLINA LAW ENFORCEMENT DIVISION

  56.     The South Carolina Law Enforcement Division (S.L.E.D.) is
  57. the principle investigative arm of the Governor and provides
  58. assistance to local police departments upon request. Any major
  59. crime that occurs in the state will probably have the involvement
  60. of SLED whether from the Bloodhounds or from the Forensic Science
  61. Center. There are Resident SLED agents in every county and Regional
  62. Field Offices in each Highway Patrol District.
  63.     The State Law Enforcement Division uses three different radio
  64. systems in its operations. Most agents have both a Highway Patrol
  65. and a SLED radio in their cars. You can hear call signs like
  66. "SLED-321" on either the South Carolina Highway Patrol System
  67. or the SLED system. The radios that are installed in most SLED
  68. vehicles are 32 channel rigs with capability to operate in Digital
  69. Voice Protection Mode and have Autopatch from their vehicles. SLED
  70. agents can directly connect with other agents by dialing the unit #
  71. of the other agent anywhere in South Carolina. The frequencies used
  72. SLED agents are listed in the chart below. The Narcotics agents can
  73. access the regional repeaters with their programmable Motorola
  74. Syntor X-9000's when they need to coomunicate with local Sheriff's
  75. and police departments.

  95.     If one listens to the first four channels you will hear most
  96. of the activity of the State Law Enforcement Division. 453.6250 is
  97. the frequency of the Uniformed Division of SLED , Capitol Complex
  98. Police which guards all state office buildings. 453.750 is used in
  99. the State House by the Security Teams guarding the Governor and
  100. other important officials.

  118.    SOUTH CAROLINA WILDLIFE & MARINE RESOURCES COMMISSION

  120.     The South Carolina Wildlife & Marine Resources Commission is
  121. responsible for managing the game and fishing resources of South
  122. Carolina and enforcing the hunting and fishing laws. The officers
  123. have the same authority as the Highway Patrol. They are often
  124. heard requesting drivers license and registration checks.
  125. Apparently certain wildlife officers have the ability to
  126. communicate with with local Sheriff's Departments since callsigns
  127.  like " WMR ---"have been heard on the Lexington County Sheriff's
  128. Dept. frequency. Possibly local law enforcement agencies provide
  129. radios to WMR. Certain key officers have the ability to access the
  130. State Law Enforcement Division's Communication System if necessary.
  131.     In the Fall of 1987,the Wildlife Dept. began to implementing
  132. a new radio system to replace their old 31 mhz system. At first,
  133. this was going to be a 800 mhz trunked system but this proved too
  134. complicated and expensive for their needs. Then it was decided that
  135. the 151 Mhz area was the best location for the new radio system.
  136. Wildlife currently has nine frequencies assigned to its operations.
  137. They have repeater sites installed around the state which improves
  138. the communications of Wildlife Officers over the old 31 Mhz system.
  139. Wildlife Officers have mobile repeaters installed on their vehicles
  140. for use with handheld radios while they are in the field away from
  141. their vehicles in order to maintain contact with their district base.

  153.   The frequency of 151.2500 serves as the input for the mobile
  154. repeaters installed on the Wildlife aircraft,boats,and vehicles.
  155. S.C.W.M.R.C. uses  Motorola Syntor X-9000 programmable mobile
  156. units with 110 watt output that are capable of accessing any
  157. portion of the V.H.F. Spectrum. Wildlife Officers participate
  158. in the Drug Task Force with the Highway Patrol and State Law
  159. Enforcement Division. They provide aerial support for the raid
  160. teams when requested by other agencies.
  161.   It has been observed that certain frequencies used by the
  162. Wildlife Dept. seem to have different usages depending upon the
  163. location. For example, Wildlife Officers have been heard in the
  164. Midlands around Columbia using 151.4150 as their Dispatch frequency.
  165. They use 151.1600 and 151.4150 for mobile communications while
  166. patrolling.  This leads one to believe that certain channels seem
  167. to have more than one purpose for each frequency such as one for
  168. Land Operations and another for Water Operations. The Motorola
  169. Syntor radios used by WMR have 32 channel capability with different
  170. PL tones for each repeater site, simplex channel, or Marine Band .
  171. The radios have scanning capability where an officer can select how
  172. many channels to monitor while patrolling. This new system is a great
  173. improvement over the old 31 mhz system since Wildlife officers can now
  174. communicate with each other much better. Each Wildlife Officer is
  175. issued a Motorola SABER Handheld which is linked to his mobile
  176. unit enabling full communication with his district HQ.
